Really, it's not rocket science. We all know even intuitively what this would be, look like!
Police Brutality is Creating Chaos
There are Better Ways:
It starts here: Rethink and Change Police Purposes of Service in the USA. Remove aggression, hostility, adversarial, disrespectful, and violence first methods. Envision what we all want the Police service to be, and make that something GOOD.
Then, this is the first Step
1. Intensify Officer Selection Methods to rule out officers as killers, impulsive, resentful, rageful, psychologically disordered, racist, and officers. Stop the narcissist disordered and psychopathics up front. Hire officers with full degrees in criminal justice, not "My Neighbor Jim, or Uncle Ed". Create these full degrees in universities. Hire culturally interested and active recruits: they have a personal history of this contact. Remove officers quicker with patterns of brutality.
2. Police Methods. Make procedures agreed on and legislated, including methods for arrest, detention, use of deadly force, pursuits, etc. Base these on best world practices and community involvement. Re-evaluate and change often. In incidents of confrontation, officers would back off, wait for the Live Incident Decision Team to direct officers.
3. Invent new non-lethal devices. Increase Officer cams 5x. Evaluate each incident by this review, by professionals.
4. Incident Decision Teams: Provide officers increased back-up for serious interventions that include on-site or real-time online video consultants and psychologists as done in a European country. Put more crisis decision making making in all Police matters, and remove unfair burden of life-death issues to general police officers.
5. Don't just throw money at the problem, load up on weapons, get the most state of the art personnel carriers......
Don't do more of the same, that which did not work in the first place!
Don't do this American thing of throwing money at it.
6. Police procedures in incidents are more rote. A post coming in two weeks.

Know and end the culture of brutality.
