Daily, videos and photos emerge of current bombings schools, kindergartens and hospitals. How many are killed? The death toll of the children is in in the hundreds, the victims of war. It may not seem much in comparison to the thousands of adults (Ukranians and Russians). It isn't much compared to the millions that die annually from things we need to change: malaria, starvation, disease, especially in Africa.
But, for Putin, it is a metaphor:

2. today, the USA set up a near $400 M fund that includes some aid, but the majority for War Crimes documentation and Tracking of Putin's army and shelling.
